Job Description

This role sits inside Amazon’s Global Engineering Services (GES) team, the group responsible for turning a piece of land or an empty shell into a working Amazon facility. A Senior Regional Pre-Construction specialist owns the phase before the builders fully take over: scoping the site, lining up permits and approvals, coordinating architects, engineers and contractors, and making sure the design and the budget are locked down before construction risk becomes expensive to fix.

Day to day, the work is a mix of desk and site: reviewing drawings and cost estimates, running problem-resolution calls with contractors and local authorities, tracking a portfolio of projects across the region rather than a single site, and escalating only what genuinely needs escalating. Independence matters here – this is a role built for someone who can troubleshoot a stalled permit or a design clash and drive it to closure without needing to be told how.

It suits a construction, engineering or infrastructure project management background, someone who has sat across the table from contractors and consultants before and knows how a pre-construction programme can quietly slip if nobody is chasing it. Comfort with regional travel between sites and a high tolerance for ambiguity – since no two sites and no two local permitting regimes behave quite the same – both help.

Because GES sits upstream of every new or expanded Amazon site in the region, the standard set at pre-construction stage shapes how smoothly everything after it goes, from groundbreaking through to the facility going live.

Impact of the Job

A pre-construction specialist's decisions set the trajectory for everything that follows at a new Amazon site. Get the scoping, permitting and design review wrong at this stage and the cost of fixing it later - once concrete is poured and contractors are mobilised - multiplies many times over. Get it right, and construction teams inherit a clean, de-risked programme they can actually build to on schedule. Because this role tracks a regional portfolio rather than one site, the quality of the work compounds across every project in the pipeline: a permitting bottleneck identified early at one site becomes a lesson applied to the next three. For a company whose operations network is only as fast as its newest facility, the pre-construction phase is where the business either buys itself time or quietly loses it. The role is also a key point of continuity between Amazon's real estate and operations teams and the external contractors and authorities who physically deliver a site, meaning the clarity (or confusion) this person brings to a handover shapes relationships that Amazon will keep relying on for future projects in the same market.

Job Seeker Benefit

This is a role that builds a genuinely rare combination of skills: regional-scale project leadership, deep fluency in construction and permitting processes, and the stakeholder management muscle that comes from representing a demanding global brand in front of external contractors and local authorities. Few project management roles expose someone to this many concurrent, independently run projects at once, which accelerates the kind of judgement that normally takes years of single-site experience to build. Working inside Amazon's GES function also means exposure to how one of the world's largest logistics and technology companies plans and derisks its physical footprint - knowledge that travels well into real estate, infrastructure and large-scale programme management roles elsewhere. The autonomy built into the role (closing out issues without needing a manager's sign-off on every call) is itself a career asset: it signals, to future employers, a track record of being trusted with ambiguous, high-stakes problems. Regional travel and multi-market exposure add a geographic breadth that's hard to get in a single-country construction role, and the relationships built with contractors, consultants and regulators across markets become a durable professional network. Over time, this kind of role is a natural stepping stone into regional head of construction, programme director or senior real estate development positions, either within Amazon's broader operations network or at other organisations building out large physical footprints across the Gulf.
